Goblins
Goblin culture has no concept of property. A stick lying in the road and a tool locked in a shed are equally available if a job needs doing. Goblins take things, use them, and set them down wherever they finish, eat from communal pots, and genuinely cannot make sense of why the Core Races are so angry, and so quick to violence, over objects.
The word they do have
There is no Goblin word for theft. The nearest one means something closer to greedy, and it describes a person who hides things so nobody else can use them, sitting on a tool while the work goes undone. It is close to the worst thing one Goblin can call another, and saying it will start a fight.
Friction
Goblins living near Core settlements earn a reputation as thieves entirely by behaving normally. They are not stealing, since there is nothing to steal from, and the Core Races are not being unreasonable either, since a lock on a shed is a fairly clear statement. Neither side has ever had the words to explain itself to the other.
